blade34242 cb1e60938c ui: refine edit bar layout — two-row header, whole-bar float 
Row 1 is tabs only. Row 2 groups the mode hint, Add widget button,
and Done editing together. The whole app-bar now floats on scroll
instead of only the widget toolbar row. The editing-pill is removed.
Add widget moves from the ITB row to Row 2 of the header.
